The biggest piece of DLC for Sleeping Dogs, Year of the Snake is story DLC that focuses on a group of cultists who believe the world will end with the coming of the Chinese New Year. Instead of keeping to themselves, however, the cultists resort to committing terrorism around Hong Kong, and it's up to Wei Shen to stop them.

Sleeping Dogs Livestream: Wheels of Fury

Wheels of Fury contains five missions where you exclusively use the DZS-90, a supercar built by Dr. Tang that is upgraded after each mission you complete. Afterwards, you can replay any of the main missions, or partake in the side missions where you see how many enemies you can stop with the car's built-in turrets before time runs out. Of course, you could opt to do neither and just go around doing bad things.

It's fun to do bad things.

This is the first 15 minutes of Zodiac Tournament, a self-contained story DLC involving Wei Shen investigating an illegal fighting tournament on a nearby island. It's Sleeping Dogs' version of Enter the Dragon, basically.

Sleeping Dogs Livestream: Nightmare in North Point - My Complete Playthrough

Nightmare in North Point is horror-themed story DLC released on October 30th, 2012. It took me less than two hours to complete, but with new cutscenes, enemies, and gameplay elements, it's much more robust than the earlier downloadable content I've covered. It's a fun, non-canonical "what if?" scenario dealing with Chinese folklore and cinema that's definitely worth seeing.

Sleeping Dogs Livestream: Street Racer Pack

This DLC provides three new races, a new motorcycle, helmet, and a racing jacket that provides extra protection against gunfire. While the races are fun, they're not worth $3.99. I would wait until this pack is on sale again.

Sleeping Dogs Livestream: Police Protection Pack

Along with a SWAT outfit, police cruiser and assault rifle, the Police Protection Pack includes a short, repeatable mission where you shoot enemies while leaning out the passenger window of a cop car. It's not worth $2.99, especially if you have the Triad Enforcer Pack which already includes the exact same type of mission.

Sleeping Dogs Livestream: The SWAT Pack

This is my playthrough of The SWAT Pack downloadable content for Sleeping Dogs on the PC. I bought the DLC for $0.99 during a 75% off sale that Steam was having.

The SWAT Pack gives you a SWAT uniform that lets you withstand twice as much damage along with a SWAT van you use to activate 20 "Cop Jobs". Cop Jobs are short side missions that involve shootouts, chasing down and disabling vehicles, and sniping hostage-takers. If you love Sleeping Dogs as I do and just want something more to do in that world, I recommend checking this DLC out. It took me about an hour and a half to do it all, though a chunk of that time was spent having to redo missions due to glitches or having to escape the cops because I can't resist blowing up my vehicle after jumping out of it. I would say it takes less than an hour to get through all the missions.

Sleeping Dogs: Martial Arts Pack - My Playthrough

This is my playthrough of the Martial Arts Pack downloadable content for Sleeping Dogs on the PC. I bought the DLC for $0.74 during a 75% off sale that Steam was having.

The Martial Arts Pack comes with a Wing Chun dummy in your apartment that you can interact with (Jackie Chan fans should recognize it); the Shaolin Warrior outfit, which gives you increased melee damage; and the Shaolin Showdown mission that lets you fight monks whenever you please. I wouldn't recommend the DLC unless it becomes super cheap again and you want a quick way to fight a bunch of tougher-than-average dudes for an indefinite period of time. I stopped after killing 70 of them.
